Form tassel by tying strands securely below twisted cord. Make 8 leaves to cover top portion of each tassel. With E hook and Medium Blue, ch Work through one loop only of each chain. Work as follows: 1 sl st in 2nd and 3rd ch from hook, 1 sc, 1 half double crochet hdc , 2 double crochet dc , 5 triple crochet tr , 1 dc, 1 hdc, 1 sc in each of last 3 chains.
Continue to work on other side of starting chain, 1 hdc, 1 dc, 5 tr, 2 dc, 1 hdc, 1 sc, 2 sl st. Fasten off with a sl st on top of leaf. Sew leaves to top of tassel as shown, slightly overlapping one another. With Baby Blue, ch 2. Work 8 sc in 2nd ch from hook, join with a sl st. Make 6 flowers for each tassel and sew to the bottom of the leaves. With Variegated Blue, ch Work 5 sc in 2nd ch from hook, and in each ch across.
